New Medicare Plan: Republican Rep. Paul Ryan and Democratic Sen. Ron Wyden plan to today propose a plan for changing Medicare that would permit private health-insurance plans to compete for enrollees with the traditional Medicare plan, the WSJ reports . The plan, which would take effect in 2022 and wouldn’t apply to current Medicare enrollees, would offer full or partial subsidies to seniors depending on income, the paper says. Ryan’s previous plan included replacing traditional Medicare with subsidies that beneficiaries could use to purchase private insurance. Texting in the Operating Room?: As health-care workers increasingly use portable electronic devices like smartphones and tablets at work, they are subject to the same digital distractions as the rest of us, the New York Times reports . A survey cited by the paper found that half of technicians who monitor bypass machines reported texting and more than half reported using a cellphone during heart surgery.
